Is AC enforcing the new PA Animal Law that passed in December, stating animals in outdoor shelters must be dry and able to maintain their own body temperatures???? Many citizens are saying that AC is not complying with this new law! answer please

Goodness!! I hope that's not the case. When I went there the shelters were indoors. It was very cold in there though
