I feed five and sometimes six feral cats. They stay in my yard. I have a shelter for them. Is there any way I can get a reimbursement for food and treats?

Probably not. That probably falls under the category of a charitable act, because you're not doing it contractually or at anyone's behest. I think ACCT has volunteering and foster pet oppty's - but they're voluntary. They have a voicemail message that states that it's legal for feral cats to live in the City. So feeding neighborhood feral cats is like feeding neighborhood squirrels or pigeons. A better solution might be volunteering with ACCT'S catch and release program that catches, spays/neuter then releases neighborhood cats to prevent overpopulation. Thanks for your service and kindness!
