I wanted to know if u have places in Philadelphia pa that could help with the issues I have two stray cats who r not handling this crazy cold well one is male one is female the male is badly injured n not mine the neighbors tossed the male out .

You can take both to ACCT tell them they are strays and they will try to tend to the injuries and neuter both if needed.

Unless you can take them in or find them a home according to the law in Pennsylvania, cats are allowed to roam freely. Acct would say, neuter, shots, deworm, flea treatment and then return them to the area they were found. The female being injured I'm not sure what the rules are, give them a call they are very helpful
