I have a new neighbor that moved in next to us. They have 2 dogs that they leave outside 24/7. I feel so bad for them! They must of had their ear cut cause they have blood on them and maggots horrible!! Who can I call to help these dogs??

Contact either your local humane society or animal control. Even the local police could direct your complaint to the proper agency/group.
