Do you have a catch and release program for partial feral cats? I know pa does this by trapping them and spay or neuter

I was told that animal control only does catch and release. I have 4 kittens born April 14th in wild. I started taking care of them about 7 weeks ago they r eating hard and soft food and drinking from bowl. The kittens know me and I can pet them there's no aggression at all. Can I bring them to u to surrender and be adopted out.
