It is a SC State Park. They charge admission, but you can purchase an annual pass to SC Parks.
CTL is part of SC Parks, Recreation & Tourism. Admission fees are charged but if you have a Palmetto Passport you can use it for admission.
Its a South Carolina State Park.
Don't know the difference between state or county parks but it's primarily a historic site and included with all the SC parks yearly pass.
