Yes, dogs are allowed on all the trails. The six-foot leash rule in my experience is not enforced as long as you don't cause trouble. I was there last month for camping and had my dogs on 16 foot retractable; nobody cared. We also came across a few people with their dogs off leash. But yes, officially six foot leash. The registration staff will tell you so when you get there.

Dogs are allowed at Wyalusing State Park Campground and trails, but they must be kept on a leash no longer than 6 feet when outside your vehicle. Dogs are allowed at the tent sites, but not inside the cabins or in any buildings, and should not be left unattended at the campsite. The previous was taken right from the site. I don't remember if dogs can go on all the trails but you can find out for sure which ones at the office.
