Why is a Jewish museum open on shabbos it's against the Torah, it's prohibited?

Yes. It's really an art museum dedicated to some very avant guarde works from Jewish artists. It's not a religious institution. Plus it has a kids room that is dedicated to ancient Israeli history and archeology.

They don't charge admission and electronic exhibits are shut off.

The reason is this isn't a synagogue or a religious institution.
