Yes, entry to the park is free. Yes, you can BBQ in the park within designated areas. There is parking within the park at a fee and to park on the streets around the park, a resident parking permit is required.

Entrance to the park is free if you're walking in and there are barbecue stations set up within the picnic area. Parking is not free and you can purchase a resident pass at the pool station located by the bathrooms

The park itself is free. You can BBQ but might need a permit once pool season starts so you can guarantee a spot. There is no street parking and once pool opens you will have to pay for parking.
