During the summer you need a resident of Westchester pass but in the winter you can just drive in.

If you want to walk in there is usually ample parking at the entrance that's free. It's a few minutes to walk in, but if you're looking to get to the OCA, South County trail or walk/bike their paths for exercise/lesiure it's a good alternative. Only about a 3 minute walk in depending on where you find parking. I would avoid doing this if you have young kids though.
You have to be a Westchester County resident. Proof is needed in form of drivers license. You pay a higher fee w/o a Westchester County pass in summer. During winter they don't charge so anyone can enter park.
