Even with the permit you would need to join their club to let you shoot usually cost about $300 a year and that's all the ranges in the 5 boroughs. You're better off taking him to Nassau county range. Or Archibald in PA, my own personal favorite
Age limit is 21 no exception, if you don't have a permit you cannot shoot.
