It's a yearly fee, different levels of adoption.
The adoptions do start at $40, and it is an annual fee. The adoption lasts for a year. If you choose to renew, then you will need to pay again for the level of adoption you want. The descriptions of the different adoption levels is available on the website and you can always email the Adoption Coordinator; his information is on the Contact page of the website.
