Usually not, you provide your name and wait to be called into the cat area, usually they have your name with the adoption form. You can explain your situation but they do have procedures they follow. It is true about getting in line early if you are serious about getting a kitten.

Just as an FYI, just because you fill out a form, it doesn't mean you will get a cat, also they turn over a lot of cats. We filled out the form and ended up going back several times before we got a pair of cats. Kittens are near impossible to get unless you get in line at 7am. They don't officially open till 10am.
