You can park and pay for the day or camp for the night.
You'll have to pay for parking, but yes, you can park and go into the tide pools. Wear water shoes tho, the rocks aren't comfortable on your feet.

I believe you can park and go look at the tide pools, but I would ask the park rangers upon entering the beach entrance.
