Are tenants allowed to upgrade certain features or add touches of their own to their apartments. For example, changing the thermostats to the newer Nest models? or installing chandliers to replace certain lighting? Add wallpaper to their walls?

... I think you can do that at any apartment building. You should know that upon vacating the property you have to return it to the state you initially were given the apartment otherwise you may have some of your security deposit withheld--this is for any apartment complex.
