You would need to notify your Sec. 8 worker in NY. about your desire to transfer to Springfield, MA. New York will then provide you with a list of the rent levels with or without utilities that can be accepted for Sec. 8 in Spfld. Then you can go apartment shopping in Spfld while giving your old landlord in NY. a 30 day moving notice. The hardest part will be packing. Good luck. 👍🏻😁
