Most likely no, the DMV doesn't place ads anywhere - so it's probably "click-bait". Click-bait looks interesting or official, but it is usually on the side of a website or at the end of an article and is there to get you to click on it. You will then be led down a rabbit hole of ads and additional clicks. If it has "start slideshow" as a button to click, it's definitely click bait. It will fill your browser with spyware and sometimes lead you to even more dangerous sites where people are "phishing" for your private info.
If 'the thing I see on my computer' has a DMV URL, then yes. Otherwise, you'll have to be way more specific
