Are the courts open to the public now?

No they're not open to the public yet. However to get a documentation stating that I won a custody case years ago, I had the option of getting it digitally or going to the court house any Tuesday or Thursday between 8am to 3pm to get a copy of this record and I did. But I still had to wait outside after I told the officer what I was there for.
