Yes, I went with my 20 month old grandchild and she loved it. I had to keep up with her but it was fun
I took my son when he was a little over 2 its really great for all kids to be honest even the kids who are crawling or just starting to stand they have a little section for them. But the place keeps them super busy and there is a section geared more towards toddlers if he or she is not a fan of running around with older kids. The adults can go in with them soo it's literally fun for everyone.
