You get placed where there is availability, but if you have school aged children then they will take in consideration where your children goes to school.
They place you where there's space.. but how you act and present yourself is how they judge how to place you..
They have shelters all over the 5 borough...but you don't get to choose they send you where there's space depending on your family size.
