Yes there is. You can go to emergency room and have them set a referral or to your primary doctor to do so. Yiu can also call the hospitals operator to have you transfer to that deoeermenr and talk and set up appointment with qualified insurance to the specific doctor in that department or an easy thing is to call your insurance and have them do that exact thing at that exact location.
