Three days is pretty typical. They need to meet all the people who will live with the pet, check your references, maybe interview someone, then send the animal to be neutered, get shots, etc. You pick your new pet up from the vet.
I believe it takes 2-3 business days. I adopted my dog from Anne Arundel County Animal Control 10 years ago come June. My contact with Howard County Animal Control was this past year when I moved to Columbia and licenced my dog here. That took 5 minutes.

This as an assurance that the owner of where you reside gives permission for the animal to be in the home. This diminshes the chances of the pet being returned to the shelter. May also depend on the situation the animal came out of. My kitty had been rescued from an at risk home, so he had a case worker who had to release him before we could complete the adoption process. Thankfully, the release and adoption took place simultaneously. Despite this lengthy explanation, the process was still very quick and easy!
