There is still a lot of underwater debris from the hurricane making it quite tricky for a kayak or raft imho. But I dare say you can try

I just saw a wedding being held there a few weeks ago. Before that I've seen others held there over the last few years. Those are just the ones I've seen. They have a pavilion with a phone number that you can call to make reservations to hold it for the wedding order whatever the function is. You can basically use public parks for any legal activity. If you can't find the number on a posted sign then talk to the people who run the museum on Saturday mornings and they should be able to give you any information you need. As far as kayaks go, I see people paddle out there all the time.
I have seen family portraits and engagement announcements done there but not weddimgs. They likely do allow these though and the venue would be really good for a wedding. The dock there would support Kayaks or really any watercraft you can carry to the water. Probably not a good place to put in any powered craft.

If the gate is open then access is available to kayak from the boat ramp. I'm not sure that I would recommend rubber raft though. There are a lot of semi submerged pilings in the water.
