Dependants must have their DOD identification to have access to the base.
As long as you have a valid DoD ID you should be able to get on base, since all Navy Gateway's are on a base. Depending on the base and current threat condition, you may need some type of ID for those who are with you. Most of the time that i brought someone on base with me, they just checked me.
