You have to register to check out items in the library and online. There is no cost as long as you live in Volusia county.

The library is free for all Volusia County residents. You'll need to get a library card, and can do that at any library Circulation desk throughout the County. Please be sure to bring something with your photo (driver's license or state ID). If your license has your current Volusia County address, that is all you need. If not, please bring along 2 pieces of mail with your current address. Not a resident? The library charges $30 for a 6 month membership and $50 for a 12 month membership (you also need to provide ID for this type of membership). Membership entitles you to access to free computer use and all services provided by the Volusia County Public Library System
