Do owners get charged a fee for claiming their dog that was running loose in their neighborhood? Animal control picked up a dog in a neighborhood today that had a collar, but no tag. One of the neighbors and I didn't want the dog to get run over.

Yes there are fees associated with reclaiming your pets. I am not sure of the specifics. You should be able to find the charges on their website.
