In SLO you do not have to get an appointment. There is a queue outside to check in. You can go to dmv.ca.gov and handle many transactions online. From there for any transaction that can't be done online you can arrange to visit with appt or actually "get in line" for this office. I have used that twice and it assigns you a number and tells you where you are in line. You can also handle simple transactions at AAA if you are a member. If you show up to the queue with a disability you may be moved up in line. Overall I recommend trying to do your transaction online. Get in line only works from 9am to 430pm so get online during that time. You will still have to wait in line that way but you can run errands while waiting.
