As of Jan 1, 2020 - AAFES, NEX, MCX and CGX online military exchanges are open to veterans. In years past, only currently serving military members and their families, and eligible military retirees could shop at exchange stores. Now Purple Heart recipients, former prisoners of war, all service-connected disabled veterans and caregivers enrolled in the VA's Comprehensive Assistance for Family Caregivers program will be permitted to shop there.

Veterans that are disabled and have a VHID card can go. Not just a veteran. You have to have a disability rating of at least 10 percent

Yup. Retirees, reserve/guard, IRR, active duty, dependents. Disabled veterans may use the commissary ONLY if they are rated 100% service-connected by VA. If you have a disability rating below 100% and do not have a VALID military ID, you cannot use the commissary.

The Moffett commissary is the only remaining DOD facility in the Bay Area after the 'purge'. The only reason it is here is that the retired senior officers that lobbied to keep it and the BX. NASA eventually priced the BX off of Moffett. Politically the Bay Area generally is not supportive of the military so there is a small portion of the population cannot obtain their benefits. Sorry if you are one of us.

Doubtful, unless you have a certain disability status that provides you a DoD ID card with commissary privileges. You'll be required to scan your ID at check out...

You are allowed base privileges if you are 100% disabled. Vets are authorized to use exchange services online. I am 100% disabled and have a military ID. Once you are rated you need to go to pass and ID and show them the letter that you can print from ebenefits. Bring two forms of ID as well and DD214. If bringing a spouse and other dependents, you will need SSN, birth certificates, and two IDs and marriage certificates.

A DOD ID card is necessary to shop here. If you have a 100% disability rating with the VA then you can go to DEERS and receive an ID card that will allow PX and Commissary privileges.
