The Moffett Field Commissary does not carry alcohol. I didn't check for cigarettes, so i'm not sure on those.
You cannot get on Moffett Field without a military ID ID ever or NASA ID

Mask required on all Federal Facilities. Only ID holders are allowed in.
Yes VA ID is good for purchase at commissary, the new card is needed which states that the member is Service Connected. This change was implemented this year where last year just the ID was needed. The new ID if you don't have the updated one can be obtained at Member Services at any VA facility.
