Also - if you're there for a performance at the theater, and they say that parking is full, tell them you're there for Shakespeare. They always reserve parking spots for theater patrons.
There is parking on the pier keep driving down. There is signage for it on the pier itself.

If you drive down Navy Pier's north side for parking garages, the one about midway down has a Chicago Shakespeare theater sign outside. Drive in there, on your right is the reserved parking for patrons.
