I have Kaiser Permanente, and am being treated at Desert Orthopedic Center. You have to advocate for yourself with Kaiser. It is frustrating, but don't give up! The physicians and staff at Desert Orthopedic Center are exemplary.
To the best of my knowledge it isn't, your best bet is to call them though to make sure.
