No, we did not have to pay. We parked and walked down and enjoyed the beach with our dogs off leash. Just make sure to bring your own poop bags and be ready to take them with you, they don't have any trash cans.
You do not have to pay there is a r.v park thet u pay at but if u go further down toward cayucas there is parking and total beach access p.s so many sand dollars
