John is wrong. On the backside from the entrance, there is one window directly beside the bell.

If you stand outside, directly across from independence hall, the bell is visible from the southeast windows. Not as clearly as from inside though. You have to wait a few minutes for the inside visitors to disperse a little. That would be chestnut between 4th and 5th. I work across the street and walk past it regularly.
