Can you rescue a dog that is left in a small kennel 24 hours a day. Doesn't get to walk or . Very cruel and inhumane.

What will they do? The dog has a fenced in yard but never gets out of the 4 feet by 8 feet kennel. Never gets petted or loved. Very sick people do this to dogs.
