Agree call...I don't believe this is true
We adopted a golden lab last year at one of the free events. My dog was spayed and chiped and we paid 0. Only at special events. Oh yeah and she had all her shots too.
I adopted my chihuahua for 1/2 price on the first weekend of month.$40 everything done.
I haven't heard anything like that.
