I'd say 10am is the most peaceful time.
On a Monday around 10am. I also like to drive around the park at night.it is so Big, and full of history. The trees tell stories.
To see the Ibis, morning is best. To view the sculptures or play putt putt, afternoon is best. To view the sunset and Christmas lights, evening is best. Storytime lights are a bit expensive but it's a beautiful sight at night too.
After the disc golf course is mowed!

Sunsets are great to watch from the far side of the great lake as the sun dips behind NOMA. The sky sometimes gets full of purple, red, orange, and yellow tones.
There are so many things to do that any time is good.
