I have seen dogs in the stream in the back playing fetch with owner. Personally I never looked for signs myself.
There are no signs prohibiting fogs in the water. So it is probably OK. Within about two miles from Virginia Hylton park is a park designed for dog walking. Have never been there so can offer no more. Maybe someone else can offer details.
