You can download all the form necessary to get plates issued online and mail them in along with a check for payment. The process is a little confusing so I would call and ask exactly what they require before just sending in the forms. It may save some time. I recently made an appointment and walked right in, handled my business and walked out within 10 minutes. Everyone was wearing masks and socially distancing. Hope that helps.
No that has to be done in person, because they have to see proof of insurance, and they copy your drivers licences, also you have to pay for and sign for 45 day tag.
Their website should describe which services can be completed online.
