I dealt with the same problem. The only way to do it, unfortunately, is online or in person. They "say" that they have had issues with their phone system since the new intersection was put in but, this is the 21st century. And it shouldn't and doesn't take that long to correct the problem. I wish I could help you more but, online or in person is the only option. Im sorry.
