No. Fortunately the rescue organization is able to take care of the spaying/neutering and the first sets of vaccines. Those peocedures cost them money, so they do charge an adoption fee.
Just want to add. That is a very clean place , they treat the dogs and cats with a lot of love. Very reliable adoption center.
