I dont believe they accept Medicaid. you should call or Google ASPCA they have mobile vet trucks that offer free or low cost for vaccination shots. be advised that it is usually a long line for these trucks. so you want to get there very early. Also, The armory is very reasonable for pet healthcare, so give them a call and find out the prices.

You have to pay cash or debit or credit. Money up front. Dogs have a pet insurance which you have to apply for. Pets dont use the same insurance us humans do. My first visit was almost 100 dollars and second visit for the shots was 112$$ up front.
