They actually do and program them
They do not. Chips have to be programed. The systems used are proprietary to the vehicle manufacturer and processes, hardware and software vary wildly and almost always need the VIN number for the key to be cut and chip programmed. Best see a dealership or locksmith. To cut down costs, some key blanks may be found elsewhere. Dealerships and locksmiths may not be willing to program them though.
