You must provide proof of your Rhode Island address (where the vehicle will be "garaged" while it is in Rhode Island.) You also must provide proof of your identity. I disagree with a couple of these answers I believe that you can register it because you have a Rhode Island address and Rhode Island insurance you may have to prove that address with the tax bill
No, your license is where you garage the car for more than 3 months a year so you have to register it in Florida
