If the vehicle is 2001 or newer, you must have the title to the vehicle, signed over to you by a family member in the ‘transfer of owner’ section on the back of the title. Otherwise, you will need the previous registration. If the title is from out of state, you will also need a VIN check at your local police department to register the car. When you purchase a vehicle in Rhode Island, you are required to pay sales tax on the vehicle and obtain a title in your own name, even if you do not register the vehicle.

No you can do what they call tax and title only You pay the sales tax and the $51.50 title fee and you get a Rhode Island title in your name 6 weeks later you will need to get a VIN inspection first by a local police department sometimes it's best to employ a service like www.ezregri.com www.
