Abe, you can post your question to the DMV Facebook page. You can submit your question on the DMV website home page. Look for the "feedback tab" on the right side of the home page. You can also submit your question to the governor's Constituent Affairs office.

For one anything you need done at the DMV is via appointments only. The online portal is an absolute joke. However if it is a simple question you are looking for an answer, on the dmv website there is a link for contact us (complaints or complements).
