You can cancel plates online at www.dmv.ri.gov Look for the online services tab in the left side of the home page. You can cancel plates by mail or by dropping them off during business hours. If you choose mail or drop off, include a copy of the registration and a copy of your driver's license along with your contact information.
I think you just turn it in.
