Yes but they must be leashed and you must clean up after them. Be on the look out for trails that do not allow them though. I could be wrong but i feel like last time i went there were 1 or 2 places, besides inside, they are not allowed.

Was there over the weekend of 6/15/2019 and saw many people in the park with dogs. Not sure if you can bring them directly into the roses garden area,but they are allowed in the park itself.
