We are using the cruise express and it says 1 carry on per person. Is this like airlines where you can have a personal item such as a laptop bag, purse, and then the carry on for the overhead bin? I use my bookbag as my purse and then a carry on.

Yes u may carry on a sm bag.
Only 1 luggage per person to
fit under bus.Cruises of 7 days or less.Longer cruises they allow 2 bags per person,but they will tell u what's allowed
for ur cruise.
