You are allowed in the lazy river without anything, if you get on one of their tubes without a bracelet the lifeguards will kick you off

They are pretty particular about what is allowed... that being said it does follow safety and sanitation regulations. The same would be for a water park where you pay for admission. You would not be able to bring your own tube to Disney water parks, Aquatica, etc... and their tubes are not allowed to leave their water areas, for similar reasons.

No besides safety flotation devices you have to purchase a arm band.

You cannot bring your own floatation devices into the lazy river. The exception to this rule is infant floats and child swim vests, arm bands.
