Is there any place around Towson or Timonium that’s decent? How come every place have the worst reviews even when they’re showing above 4 stars??

So the rub is that Towson University famously has almost no on campus housing. That means that every apartment complex in a 10 mile radius is 50% college students. Complexes don't address issues because college students make up a substantial amount of profits

One reason is mouse, almost all places have mouse. Somerset is good for taking care of mouse, the design of apartment is great. If balcony is not a deal breaker for you, Somerset is a good place to think about.
